About Me


I am 48 years old, a married father of two, a graduate of New Kent High School, I grew up in New Kent County and am presently a Deputy Clerk in the Circuit Court Clerk's office.

I have more than a decade of supervisory and managerial experience along with a well rounded  knowledge of all the duties of the Clerk's Office where I have worked for 3 years.






I am endorsed by the present Clerk who has held the position for 12 years and is finishing out her final term.

I believe my experience both in the private sector and in local government, as well as my long abiding interest in local history, make me an excellent candidate . . .


"I've met payroll and can read a plat. I've hired and scheduled employees and sworn in a jury. I have dealt with vendors and invoices as well as appointed executors and received wills. My experience runs the gamut across those areas where both small business and a local government office intersect.
I have a respect and deep affection for the history and records of New Kent County that has led me to create  a website devoted to the County's history for the last five years."

Last Sunday I had a booth at the 31st annual Classics on the Green Wine Festival & Car Show. The weather was fantastic at New Kent Winery for the thousands of motoring enthusiasts who showed up to see the European classic cars. Here are few shots of my booth and the event.

Did You Know? Concealed Weapons Permits . . .

Concealed Handgun Permits are issued through the office of Clerk of the Circuit Court. Any person 21 years of age or older may apply in writing to the clerk of the circuit court of the county or city in which he or she resides, or if he is a member of the United States armed forces, the county or city in which he is domiciled, for a five-year permit to carry a concealed handgun

Last year the New Kent Circuit Court issued 487 permits. One of the highest per capita ratios in the state.

Did You Know? History . . .

Thomas Hall, Clerk of New Kent County, was hanged by the victorious Governor Berkeley after the suppression of Bacon's Rebellion. Said to be "a person of Neat Ingenious parts, but addicted to a more than ordinary prying into the Secrets of State affairs, which some years last past wrought him into the Governors displeasure." He was executed in 1677 for the crime that "by divers writings under his own hand … a most notorious actor, aided and assisted in the rebellion."*

New Kent County was much larger at this time, covering most of the headwaters of the York River.

A Disappointing Decision

Virginia Department of Health recommends denial of a Certificate of Public Need for new Level 2 Trauma medical center proposed in Bottoms Bridge.
What is a Certificate of Public Need (COPN) ?

"The . . . program requires owners and sponsors of identified medical care facility projects to secure a COPN from the State Health Commissioner prior to initiating projects . . ."
"No certificate of public need may be issued unless the Commissioner has determined that a public need for the project, or portion thereof, exists and has been demonstrated. There are criteria or factors used in determining whether a public need exists. The criteria include: (i) the relationship of the project to the long term health care state plan, (ii) the need for enhanced facilities to serve the population of an area, (iii) the extent to which the project is accessible to all residents in the proposed area and the immediate economic impact and financial feasibility of the project."

Did You Know? Oaths. . .

The Clerk of the Circuit Court administers the oath of office to elected officials, sheriff deputies, and to those who are appointed to local or state commission posts, for example the Economic Development Authority.

Did you Know? Marriage Licenses . . .

Did you know that Virginia law prior to 1977 required a couple to obtain their marriage license from the Clerk's office of the county/city where the bride resided, but once issued the couple could be married anywhere in Virginia? However, the license was returned to the issuing Clerk's office.
Today a license can be obtained at any Circuit Court Clerk's Office and is good throughout the state.

Did You Know? Judges of the Circuit Court . . .

A circuit court judge is elected for an eight-year term by a majority vote of both houses of the General Assembly. If the General Assembly is not in session when a vacancy occurs, the Governor temporarily appoints a judge (interim appointment) to serve until the General Assembly meets again and can elect a judge for a full term. There are at least two judges serving each circuit and as many as 15 serving in larger circuits. The chief judge of the circuit is elected by majority vote of the judges serving the circuit.

Circuit court judges are required to reside in the circuit they serve and must have been admitted to the Virginia Bar at least five years prior to election or appointment.

William Clayton, son of the famous American naturalist and botanist John Clayton, was Clerk of New Kent County throughout the American Revolution. Various communications from him to then Governor Thomas Jefferson survive from the end of the war.

Did You Know?

Grand Juries
The Circuit Court has the authority to impanel regular, special, and multi-jurisdiction grand juries. A regular grand jury is composed of  five to seven citizens of the city or county where the circuit court is located; it is convened at each term  of the court for two purposes:

(1) to consider indictments prepared by the Commonwealth’s Attorney (the grand jury determines whether there is probable cause to believe that the person accused has committed the crime charged in the indictment and should stand trial.)

(2) to investigate and report on any condition that involves or tends to  promote criminal activity, either in the community or by any governmental authority, agency, or official. The grand jury hears only the Commonwealth’s side of the case and does not determine the guilt or innocence of the accused.

Members of a regular grand jury must be citizens of Virginia who are at least 18 years of age.  They must have been residents of the Commonwealth for one year and of the county or city in which they are to serve for at least six months. Between 60 and 120 citizens “of honesty, intelligence, impartiality and good demeanor” are summoned annually by the circuit court to serve as grand jurors during the year.
